Identify jurisdiction from the parcel address
A postal city is not enough. Find which city or county controls the parcel. It may be Albuquerque, Rio Rancho, Los Ranchos or Corrales. It may also be county land. Then list the wall, power, pipe, gas, hood and frame work.

What does Albuquerque, New Mexico publish for kitchens?
The City of Albuquerque permit page gives examples. Its power list covers new or changed gear and wires. Its pipe and hood list covers a new exhaust hood. It also covers new or changed kitchen pipes.
The city says qualified firms or owners must seek the permits. The party in charge must get them before work starts. ABQ-PLAN takes forms, plans and fees. It also tracks the case. HOA approval is a separate step.
This does not mean that all finish work needs a permit. Send the full work list to the city. Keep its answer.
Add review time and old records to the plan
The City’s Building Safety FAQ says residential plan review typically takes about two and a half weeks, depending on size and complexity. Treat that as a planning reference, not a promised approval date. Review comments, revised drawings and missing information can extend the path.
The same FAQ says the City generally does not hold residential plans for homes built before August 1, 2012. If a remodel depends on an old wall or service route, record what can be verified on site and assign any needed design work instead of assuming a City plan exists.
Kitchen work is usually interior, but a new hood can create an exterior opening. The City’s Historic Protection Overlay guidance says most exterior alterations in those zones require a Certificate of Appropriateness. Confirm the address and proposed termination if that condition may apply.
What does Rio Rancho publish?
The Rio Rancho permit guide says most repair and remodel work needs permits. It lists added rooms, pipes, hoods and power work. The Building Division says to call before a home job starts.
Rio Rancho says firms in the city need a New Mexico state license. They also need an active city business license. Ask for the exact permit name and contract name.
What is different in Los Ranchos?
The Village of Los Ranchos forms page has permit forms and current steps. At the review date, the village did not take plans online. It asked for two full plan sets at Village Hall. It also listed a sign-up for firms based outside the village.
Los Ranchos has its own planning and building staff. Do not use the Albuquerque path just because the mail address says Albuquerque.
What is different in Corrales and unincorporated Sandoval County?
The Corrales Planning and Zoning Department takes building permit forms. It also checks zoning and flood areas. Its owner form lists remodel work and asks about flood status.
For county land, the Sandoval County page says the county does not issue building permits. It first checks zoning and flood risk. If needed, the state CID permit comes after that check.

Who can contract for the work?
The New Mexico Construction Industries Division checks building firms and their licenses. Its guide says New Mexico building work needs the right license. This includes general, power, pipe and hood work.
Check the exact legal name, active status and work class. A business sign-up is not a trade license. Ask which qualified firm will get each permit. Also ask who will do or lead each trade.
What about pre-1978 painted surfaces?
The federal EPA RRP rule may apply when a paid firm disturbs paint in a pre-1978 home. Firms covered by the rule need EPA approval. They must use trained staff and lead-safe work steps. Read the rule for its limits and cases.
Albuquerque has many older homes. Note the home year and paint that may be disturbed. Get the company’s EPA answer before tear-out. A local permit and the federal RRP rule are two separate checks.
Put permit duty in the agreement
The contract should name who:
- confirms jurisdiction and permit types;
- prepares drawings and calculations;
- submits and pays fees;
- responds to corrections;
- schedules and attends inspections;
- handles concealed changes;
- completes correction work; and
- provides final approval or closeout records.
Do not accept “permits included” as the full answer. Ask for the permit record. Keep each site-check result.
How do permits affect cost and schedule?
Fees are only one part. Plans, review notes, site checks and fixes take time too. A new layout may need more detail than a same-layout update. The permit office should see the real work list before it sets the path.
Show permit time on its own in the timeline. Show permit and expert fees on their own in the budget.
